The short version

Think of a heat interface unit as a combi boiler with the burner taken out. It hangs on a wall in a cupboard, it gives you heating and hot water on demand, it has a display and controls — but it never burns anything. Rather than making heat, it borrows heat from a large hot water pipe running through the building and hands it over to your flat.

That pipe is a heat network, sometimes called district heating or communal heating. Somewhere in the development there is an energy centre: a plant room holding large boilers, or a combined heat and power engine, or increasingly a heat pump. It heats water and pumps it around a loop that passes every flat in the building. Your HIU is the point where that shared loop meets your own private heating and hot water.

How to tell whether you have one

  • Your flat has no gas meter and gas never appears on a bill.
  • There is no flue — no pipe or terminal poking through an outside wall anywhere near the unit.
  • There is no condensate pipe and no drain beneath it.
  • The unit is silent apart from the faint click and whirr of a valve. No ignition, no fan, no whoosh.
  • You get a bill for "heat" or "energy" measured in kWh from a managing agent or heat supplier, usually with a daily standing charge, rather than a bill from a gas company you chose yourself.
  • There is a heat meter somewhere — a small unit with a display and pipework running through it — either alongside the HIU or in the riser cupboard on the landing.

If most of those apply, you have a HIU. They are standard in Birmingham city centre apartment blocks built or converted over the last fifteen to twenty years, and in the large majority of new-build developments going up now.

What is inside the box

Plate heat exchangers

The heart of the whole thing. A plate heat exchanger is a stack of thin corrugated stainless steel plates brazed together. Hot network water runs through alternate channels, your tap water runs through the others, and heat crosses the metal while the two supplies never actually meet. That matters, and it is worth saying plainly: the water coming out of your hot tap has never been anywhere near the communal loop.

Control valves and actuators

A motorised valve meters exactly how much hot network water passes through the exchanger, modulating to hold your outlet temperature steady whether you have opened one tap or three.

A flow sensor

Something has to tell the unit you have turned a tap on. A small sensor in the cold inlet picks up the flow and wakes it up.

Strainers

Fine mesh filters that catch debris circulating in the network before it can reach the plates. They are the single most important maintenance item in the unit, and by a distance the most neglected.

A heat meter

This counts how many kilowatt hours of heat you have drawn out of the network. Your bill is worked out from it.

A differential pressure control valve

This keeps the pressure across your unit sensible regardless of how many other flats are drawing heat at the same moment.

Direct and indirect units

There are two broad designs, and it is worth knowing which you have because it changes what can go wrong.

An indirect HIU keeps everything separate. Your radiators run on their own sealed circuit with its own pressure, its own expansion vessel and its own filling point, and a second heat exchanger passes heat across from the network. It behaves much like a conventional sealed boiler system, which means it can lose pressure and lock out on you.

A direct HIU feeds network water straight into your radiators, with only the hot water side going through an exchanger. There is no separate pressure for you to worry about because the network holds it — but the water in your radiators belongs to the building, so you should never drain it or top it up yourself.

How you get billed for heat

This is where a heat network genuinely differs from having your own boiler, and where most of the frustration tends to come from. You do not choose your heat supplier and you cannot switch away from them. The building has one, fixed at the point the development was built, and every resident buys heat from it. A bill is usually a unit rate per kWh plus a daily standing charge that covers running and maintaining the energy centre and the shared pipework.

Heat networks have been covered by the Heat Network (Metering and Billing) Regulations since 2014, which set out requirements around metering and how bills must be presented. Under the Energy Act 2023, Ofgem has been appointed as the regulator for heat networks, bringing consumer protection closer to what gas and electricity customers already have. If your billing looks wrong, your first stop is the heat supplier named on the statement, and after that the managing agent.

Why the bills can look high in a small flat

We get asked this constantly and it deserves a straight answer. The pipes carrying hot water around the building lose heat continuously, whether anybody is drawing any or not. Those standing losses have to be paid for by the flats connected to the network, and on an older or poorly insulated system they can account for a meaningful share of the total. It is why a one-bedroom flat on a heat network can show a heating cost that looks nothing like a similar flat with its own combi.

What you can control is your own consumption, and a HIU that is working properly uses less than one that is not. A valve stuck part open, or a keep-warm setting left high, quietly pulls heat through the meter around the clock.

Gas safety, flues, and what does not apply

Because a HIU burns nothing, there is no combustion, no flue and no carbon monoxide risk from the unit itself. It does not need attention from a Gas Safe registered engineer purely because it is a HIU, and there is no gas safety certificate for one.

One important caveat for landlords. The duty to have an annual gas safety check applies to gas appliances. If the flat has any gas appliance at all — most often a hob — you still need a landlord gas safety certificate covering it, HIU or not. A flat with a HIU, an electric hob and no gas supply at all has no gas appliances and so no CP12 requirement. Do not assume either way: check whether there is a gas supply into the property.

What goes wrong, and how often it needs looking at

Strainers block, plates foul, actuators seize, sensors drift and, on indirect units, pressure drops. None of that is exotic and all of it is predictable, which is exactly why an annual service earns its money. Most manufacturers require documented annual servicing to keep a warranty valid, and plenty of leases and heat supply agreements require it as well.

Who is responsible for what

As a rough rule, the heat supplier or freeholder looks after the energy centre and the shared pipework up to the point it enters your flat, and the leaseholder or landlord looks after the HIU and everything downstream of it. That is a rule of thumb rather than a law. The actual split is written into your lease and your heat supply agreement, and it does vary between developments. Read both before you accept a bill for work that may not be yours to pay for.

Common questions

Is a heat interface unit the same as a boiler?

No. A boiler burns gas to make heat. A HIU makes no heat at all — it transfers heat from a shared network running through the building into your radiators and your hot taps.

Does a HIU need a gas safety certificate?

Not for the unit itself, because nothing is burnt and there is no flue. If the flat has any other gas appliance, such as a hob, a landlord still needs a gas safety certificate covering that appliance.

Does my hot water come from the communal system?

No. Heat crosses a plate heat exchanger from the network water into your own mains water. The two supplies pass either side of the same metal and never mix.

Can I switch heat supplier on a heat network?
